To implement strategies to develop other economic activities in the region that promote the reduction of dependency in relation to the mining industry, stimulating the emergence of new industries in the region, based on alternative sustainable technologies and capable to promote a larger productive integration of the population.

As it is a compensatory program, PG 18 needs CIF resolutions for the execution of its projects. According to NT 095/2021, the Community Bank project was recommended by the CTEI on 11/10/2021 and to date it has not been deliberated by the CIF, causing delays in the planning and execution of the program in 2022. According to NT 102/2022, the Business District project was recommended by the CTEI on 01/14/2022 and also without agenda for deliberation by the CIF. This delay compromises the entire planning and financial adherence for 2022, with an expected transfer of BRL 14,778,628.44.

There have been recurring delays on the part of the Mariana Municipal Office. Countermeasure: No countermeasures were drawn up for this delivery, as part of the delay is due to external causes.
Market intelligence
Delivery of recommendations and value proposition. Based on the information, analysis and impressions of the 3 previous deliveries, a matrix of recommendations was proposed for the attraction and development of the identified sectors, as well as the elaboration of sectorial value proposals for use in the investment promotion process in Mariana.
Uplifting of the Mariana Dairy Cooperative
The civil reform of the Mariana Dairy Cooperative, scheduled for 2019, has not been completed. Cause: The project is in its approval phase. Countermeasure: Rewrite the project for internal approval.
Milk Chain
The Promotion Actions at the Associations of Barra Longa and Aguas Claras, scheduled for 2019, have not been concluded. Cause: Project filed with TB-EI (Technical Board of Economy and Innovation) in November 2019, has not been analyzed yet by them. Countermeasure: New request sent to TB-EI for analysis and resolution.
Compete Fund
The implementation of the Compete ES Fund, scheduled for 2019, has not been completed. Cause: Delay in the launch of the fund, due to the non-contracting of SEBRAE-ES (Brazilian Support Service for Micro and Small Business of Espirito Santo) for assistance. Countermeasure: Contracting a new partner to operationalize the fund.
Agroecological Project in Settlements
Initiation of the Agroecological Project in Settlements in the Doce River Basin, scheduled for 2019, was not carried out. Cause: The project is under review of the work plans. Countermeasure: There is no countermeasure expected of the program’s team, since the delay is due to external causes, not the Renova Foundation.
Mariana Technology Park Assessment and Implementation Project
The feasibility study for the implementation of a technology park in Mariana, scheduled for 2019, has not been completed. Cause: The technology park project was revised. Considering the environment and supporting pillars for the implementation of the project, it was defined to invest in a municipal business incubator, identified as the best mechanism for the development of new businesses, considering the business environment and characteristics of the municipality of Mariana. Countermeasure: Take the project review proposal to TB-EI, replacing it with a municipal business incubator.
Market intelligence:
• Completed the identification study of priority sectors and value proposition for the investment attraction plan. The objective of this initiative is to identify sectors with potential for development and diversification of the economy of the town of Mariana and its surroundings, as well as to identify internal and external strengths and weaknesses to attract and develop identified sectors.
Georeferencing and Master Plan
• Delivery of Integrated Diagnosis, consisting of technical reading and community reading. The technical reading is a survey of data and analysis related to the following thematic axes: environmental aspects, socioeconomic aspects, occupation and use of urban land, housing, historical and cultural heritage, mobility, sanitation, tourism and institutional context related to urban management. The community reading was developed throughout 15 workshops, involving the communities of the municipal town center and other districts, which aimed to raise the perception of residents about the reality of their town.
Professional Qualification
• The professional qualification axis will be reallocated within the scope of PG020 - Program to Stimulate Local Hiring and is already detailed in that program schedule.
Sustainable Business Incubation
• The project will be allocated to the scope of PG015 - Promoting Innovation with the topic “application of social technologies”.
Young and Small-Scale Entrepreneurs
• The technology park project has been revised. Considering the environment and supporting pillars for the implementation of the project, it was defined to invest in a municipal business incubator, identified as the best mechanism for the development of new businesses, considering the business environment and characteristics of the municipality of Mariana.
Cooperative Financing
• The project should be excluded from the schedule, as cooperative financing actions are already included in other program credit lines.
MARIANA - Present and Future
• The project must be closed. The Chairman of the Management Committee sent an email formalizing his resignation and recommending the closure of the project.
Georeferencing and Master Plan
• Completion of the development of the Technical Reading (document containing the result of the mapping of the municipality) that will be presented to the Mariana Municipal Office and secretaries.
Mariana Diversify Fund
• The GR*LOU* project of the Mariana Diversify Fund should be cancelled. The company gave up due to difficulties in the internal process with the Municipal Office and an unfavorable credit analysis.
Promotion of social collective business:
• Conclusion of the second round of on-site training for the 13 projects approved in the first call organized in the partnership with BrazilFoundation.
• Disseminated the projects approved of the second RFP of the partnership with BrazilFoundation. Ten projects were selected in the municipalities of Iapu, Sao Domingos do Prata, Itueta, Resplendor, Aimores and Conselheiro Pena, in Minas Gerais, and Baixo Guandu, in Espirito Santo.
Market intelligence:
• Delivery of municipal development index and qualitative research related to Mariana's investment attraction plan. The municipal development index allows to measure and identify potentialities and bottlenecks of the municipality, while qualitative research aims to identify, with local actors, questions about the region's business environment, as well as qualitative and primary aspects that go unnoticed in secondary and quantitative analyses.
Georeferencing and Master Plan:
• Submission to the Mariana Municipal Office of the Land Value Map, which will be used for the revision of the municipal tax code.
Promotion of Social Collective Business:
• Closed the application process for the second call for projects to stimulate socioeconomic development in partnership with BrazilFoundation. 40 project proposals were received.
• Kick-off of the second round of on-site training for the 13 projects approved in the first call organized in the partnership with BrazilFoundation.
ARTE-ES Agreement:
• Conclusion of the project with ARTE-ES to restructure the production activity of the Regencia Sewing and Craft Group.
Georeferencing and Master Plan:
• Formed the Community Working Group, made up of community leaders and residents representing the various territorial areas of the Municipality and the Represented Working Group, made up of representatives of entities and institutions operating in the Municipality.
• Registration started of rural and urban properties in the municipality of Mariana. The information helps the Mariana Municipal Office to create a new map of the municipality that will help in planning their actions.
Georeferencing and Master Plan:
• Inauguration of the participation process of Mariana residents in the revision of the town's Master Plan, with a public hearing attended by approximately 160 people, for the launch of the Master Plan and formation of Management, composed of elected representatives in all districts and town center, representatives of public authorities and organized civil society.
• Finalization of the aerophotogrammetric coverage of the urban and rural areas of Mariana, base activity of georeferencing.
Technical Advisory for the promotion of Associativism and Cooperativism:
• Initiation of service to cooperatives and associations in the territories. The work is to promote and strengthen these solidarity-based entities with the goal of generating new jobs and higher income for their associates.

• Completed the analysis phases of the laws and regulations of the municipality of Mariana, structuring the communication nucleus, photographic register of the real estate, analyzing the IT infrastructure of the municipality and presenting the project to the Town Council.

A partnership was established this month between the Renova Foundation and the Brazil Foundation, with the objective of developing an ecosystem of social organizations that work on different themes of entrepreneurship. This way, socioeconomic alternatives are generated in the region along the Doce River, specifically between the areas from Sem
Peixes to Aimores.
The program also presented to the State Secretariat for Agrarian Development and Emater, on June 29, in Mariana, the proposals regarding starting a Dairy Cooperative. During the meeting, there was a request for improving the time frames of the activities to reduce the delivery deadline of the Cooperative. The Institutional Relations area of the Renova Foundation will be responsible for making this contact with Engineering.
The Investment Attraction Fund was launched in Mariana in order to attract investment in the municipality and make it possible by promoting the diversification of its productive structure. The fund will enable reducing interest rates by equalizing contracted financing. The tender is under development.
The UFV also provided a course on how to prepare River-side degraded areas, APPs and Legal Reserves for recovery to members of the Cooperativa Soberbo. After the training, members of the cooperative were able to participate in the Renova Foundation’s Tender for Area Recovery.
The Dairy Cooperative of Mariana received the Economic and Financial Feasibility Study of its business plan. Based on this study, meetings were held to present the results to the Leaders of the Cooperative and to the Municipal Government of Mariana. Currently, the next steps are being evaluated to move forward with this initiative.
The Meliponiculture Project in the communities of Regencia, Povoacao and Areal, in Linhares, also took off. The initiative came to be in partnership with the Meliponiculture Association of Espirito Santo.
Adjustments were made to the Doce River Development Fund, which provides working capital for companies. Interest rates were redefined, following SELIC reductions, and the credit limit was increased to R$ 200 thousand. To date, R$ 8,993,951.71 financed 399 companies in both states. With these changes, the Renova Foundation hopes to further expand the impact of this initiative. Moreover, in March, the procedures were completed for launching the fund to attract investment to Mariana. Its public launch will be in May.
Two important projects were started in the Doce River Mouth region, in Espirito Santo, more precisely in Areal, Regencia and Povoacao. The first is the result of a partnership with the Association of Beekeepers of the State of Espirito Santo (Ame-ES), which will promote, in a two-year project, the implantation and monitoring of 36 families in the production of honey and by-products. Another new opportunity to generate work and income will be possible through the agreement signed with the Association of Artisans of Regency (ARTE), which supports local sewing groups. The project foresees the renovation of facilities, which have already begun, besides the acquisition of material and administrative and technical support.
An alignment meeting was held between the president of the Mariana Present Future Program, the Renova Foundation and the Municipality of Mariana, in Minas Gerais, to discuss the "House of Investors" and “Public Servant Qualification" projects with possible implementation in the 2nd semester of 2018.
There was also communication with the Minas Gerais State Industry Federation (FIEMG), Minas Gerais Development Bank (BDMG), Mariana Municipal Government, Brazilian Support Service for Micro and Small Enterprises (SEBRAE-MG), Commercial Register and Local Trade Associations for construction of the “House of Investors" project. The House of Investors will be a space destined to the development of business for local entrepreneurs.
A meeting was held with the Town Council of Mariana (MG), at the invitation of the councilor Tenente Freitas, with the purpose of introducing a company interested in settling in the town - ACS - Aviation from Sao Jose dos Campos (SP). The company is specialized in technology for the development of aircraft powered by solar energy and is in the process of developing prototypes. Thus, it is still necessary to verify its economic and market viability. New meetings and evaluations of their business plan will be scheduled.
The program’s team has articulated partnerships with the Secretariat of Tourism of Mariana, to build a long-term tourism plan. It has also teamed up with the Federal Institute of Minas Gerais to design specialized training in areas of expertise of the institution.
The project that involves the georeferencing and the construction of the Master Plan for the Municipality of Mariana (MG) is still in the phase of selection of commercial and technical proposals. The selection is done by Renova, with the participation of the municipal government of Mariana (MG). In January, proposals and technical analyses were compared in the contracting process for georeferencing services and Master Plan for the municipality of Mariana (MG). Mobilization histograms of the companies competing in the process were also evaluated.
Regarding the investment fund Develop the Doce River, in January, 107 micro and small businesses already completed the paperwork and were provided with the resources. The towns with most proposals so far were Ipatinga, Governador Valadares, in Minas Gerais and Colatina and Linhares, in Espirito Santo.
During the MultiSet - Multisector Fair of Mariana, the event “Entrepreneurship and Mariana” took place, an event organized by the Renova Foundation to stimulate the development of a business environment, entrepreneurship and innovation in the municipality. The program offered plenaries on topics such as the importance of training, financing of entrepreneurship, innovation and entrepreneurship, as well as talks by renowned guests from different areas.

Between December 5th and 10th, the regional diversification program promoted and organized the participation of the sewing groups Pimenta Nativa, Art and Embroidery from Povoacao and the Association of Artisans and Handicraft from Regencia and Region (ARTE) from the Doce River mouth region, in the 28th National Handicraft Fair in Belo Horizonte (MG).
Also held was the 6th meeting of the Governance Committee of the Mariana - Present and Future Program. During the event, the progress updates were presented on the four projects with pre-defined scope.
A finalizing consulting meeting was held with the Allman company to deliver the assessment of the business environment of the Municipality of Mariana. The report contains qualitative data from the surveys applied to entrepreneurs and public authorities in the region, the regional difficulties identified, the amount of hired labor, and alternative business suggestions for economic diversification.
Regarding the investment fund Develop the Doce River, 88 micro and small businesses completed the paperwork and were provided with the funds. In addition, 55 loans are in contracting process. The towns that included most proposals to date were Governador Valadares, Ipatinga, Mariana, in Minas Gerais, and Colatina and Linhares in Espirito Santo. Since its launch in October, the fund has provided 177 official loans. Of these, 131 in Minas Gerais and 46 in Espirito Santo. The volume of funds exceeds R$ 5 million, of which R$ 4,351,522 in Minas Gerais and R$ 710,484.41 in Espirito Santo.
On November 8th, the 5th meeting of the Governance Committee of the Mariana Present and Future Program was held. The program was presented to new participants, as well as the project Formulation of the Model School for Preschool, Elementary, Middle and High School Education, which consists of designing a model school for children's education, covering the following topics: revitalization of schools (infrastructure); full-time education; family participation; new techniques of teaching and professional qualification through training programs and career planning.
The members of the council agreed to prioritize the creation of the Project Office, in partnership with universities and the House of Investors, both outlined in the Mariana - Present and Future program. The House of Investors, a project that integrates Mariana - Present Future, seeks to provide infrastructure to support entrepreneurs who want to invest in Mariana and will be developed through a partnership among different institutions, such as: The Municipal Government of Mariana, the Commercial Register, Sebrae, FIEMG and the Renova Foundation, as facilitator of the process.
After instructions by the Prosecution Service to have the Municipal Government of Mariana and the Secretary of Towns participate in the analysis and definition of a technical proposal, received in the competitive processes conducted by the Renova Foundation, the program presented to the mayor of Mariana the time frames for contracting the georeferencing services and support to the Municipal Master Plan.

The program features the 13th edition of the Multi-Sector Fair, plenary on topics such as importance of training, entrepreneurship financing, innovation and entrepreneurship, as well as talks by renowned guests from different areas. The event is held at the Mariana Arena until December 2.
The team responsible for cooperative/associative actions presented to the group of sand harvesters in the region of Governador Valadares (MG) possibilities to contract local input supply for river pipeline construction. The possibility of establishing a cooperative is being analyzed so that these groups, together, can unify the workforce and potentiate the necessary input supply. Also, as far as cooperativism is concerned, the program is working on the formation of an Embroidery group in Povoação (ES).
Inauguration of the Develop the Doce River program in the municipalities of Mariana and Linhares, on October 3 and 16, respectively. The program is an investment fund to finance working capital for micro and small entrepreneurs from the 39 municipalities affected, resulting from the cooperation agreement with the Minas Gerais Development Bank (BDMG) and Espirito Santo Development Bank (BANDES). In all, R$ 40 million will be allocated exclusively to the project.
In Minas Gerais, 19 micro and small businesses have already completed the paperwork and are eligible for the financial resources. The towns that have included most proposals so far were Caratinga, Ipatinga, and Governador Valadares, which total more than R $ 712,000 in investments. In Espirito Santo, within 10 days of operation, the fund prospected 44 businesses, 13 of which the documents are being validated and 17 are being analyzed by the bank.
With the objective of discussing the updates and revision of the Master Plan and Georeferencing, representatives of the Diversification and Economic Development Program participated in a meeting with the Prosecution Service and the Secretariat of the Towns of the Municipality of Mariana (MG).
An alignment meeting was also held with the contracted company to start its activities regarding consultancy, the structuring of a business plan, the preparation of a construction plan and audit of the cooperative's accounts to study the feasibility of Laticinio Mariana (dairy cooperative). The total planned execution is expected to last six months.
A meeting was held with the Mariana Town Hall to discuss the House of Investors project, which is part of the Mariana Present and Future Program. Currently, the Minas Gerais State Industry Federation (FIEMG) is working on the construction of a project proposal for the development of the investor space.
The Diversification and Economic Development Program is strengthening the relationship with potential partners, among them the Management of Business and Investment Attraction of the Federation of Industries of Minas Gerais (FIEMG). Currently, the institution is being prospected to work together with the Renova Foundation in three projects: Regional Investment Attraction Plan for the municipality of Mariana, which aims to identify possible joint actions for the diversification of the region's economy; FIEMG Projects and Investment Office in Mariana, which may be housed by the House of Investors (another project of interest to the Renova and present in the Mariana Program - Present and Future) and promotion of an open laboratory, also in Mariana (MG).
The Renova Foundation is organizing, together with the Industrial and Agricultural Commercial Association of Mariana (ACIAM) and the Chamber of Shopkeepers (CDL), the Renova Entrepreneurship event, promoted jointly with the Mariana Multi-Sector Fair. There will be a transversal action between this program and the Socioeconomic Technologies and Innovation program. The event will be divided into two main pillars: stimulus to the development of business environment and stimulus to entrepreneurship and innovation.
We intend to organize a series of discussions, in the format of round tables, with topics regarding the development of new business and corporate and social entrepreneurship. The program of Renova Entrepreneurship is under analysis and joint construction with the organizers of the fair.
The program "Mariana - Present and Future", launched publicly in July 2017, provides for setting up a Management Committee to manage the various projects aimed at promoting health, education, culture, tourism and economic development of the municipality. In order to comply with the policy, in August, the Renova Foundation promoted the first meeting for establishing this Management Committee. The initiative generated the interest of 24 people. During the event, the methodology for the development of action plans for each project in the program was presented and there was a definition of necessary obligations for their execution, stakeholder participation, periodicity of meetings and the definition of the strategic, operational and management committee.
A joint meeting was held between the Resumption of Agricultural Activities Program and the Regional Economic Diversification Program with the Union of Rural Producers of Mariana (MG). The union presented the Balde Cheio program, which has the objective to promote the sale of rural products from different producers brought together in one shared location, as well as to announce opportunities for other regions. The program also offers courses and training to qualify people for alternative income activities. The initial conversation offered a broad vision of the productive activities of the region and allowed the identification of actions of synergy between the activities that have been developed by the programs of the Renova Foundation, such as, for example, the stimulus to cooperatives.

The Minas Gerais Development Bank (BDMG) presented a proposal for a multiple fund regulation for the consulting firm hired by Renova. The partnership was expanded to the Espirito Santo Development Bank (BANDES) for operation in that state. The specific details of these proposals were sent to the Technical Board of Economy and Innovation (CTEI) for evaluation.

The objective is to place the town of Mariana among the top 10 positions of the Human Development Index (HDI) of Brazil by 2030. The launch, at the Convention Center of Mariana, was attended by civil society, various spheres of public authorities and representatives of the Renova Foundation.
Meetings between the team of the program and the Industrial and Agricultural Commercial Association of Mariana (ACIAM) to develop strategies, together with partners, to stimulate the economic development of the Mariana region and the development of the Renova Entrepreneurship project. The project involves several events to strengthen local entrepreneurship.
Meetings with the Permanent Forum of Micro and Small Business of Pequeno Porte (FOPEMIMPE) to learn about the actions that have already been developed by the Government of the State of Minas Gerais and present proposals to have Renova participate in the social purchasing circuit.
Also in the state of Minas Gerais, talks were initiated with the Secretariat of Agriculture, which presented actions under study for fish farming in the state, with the Secretary of Tourism, to deal with mining projects and the state's religious circuit. With FOPEMIMPE and some secretariats the launching of rural products in the affected areas were discussed, taking advantage of publicity in the media the town of Mariana is receiving for an event that will take place in September in the city of Belo Horizonte. Also in the area of resuming agricultural activities, Renova's specialists participated in the Agriculture and Livestock Fair of the Federal University of Viçosa, in Minas Gerais, in order to verify which projects have the potential to partner with Renova and which production areas have the capacity to participate in FOPEMIMPE's production programs.

A meeting was also held to define the entities that will be part of the governance structure of this program.
The Minas Gerais Development Bank (BDMG) submitted the applied technical-economic study, a diagnosis that will guide the implementation of actions to foster the socioeconomic development of the impacted region. The study is the result of the Technical Cooperation Agreement between BDMG, INDI and Renova, signed in May, and will direct the provision of credit lines to companies and municipalities in the area within range.
Finally, the process of structuring a plan for the promotion of ecotourism in the Mariana region has begun, together with the Public Department for Tourism, which will have as its unifying theme the Iron Bike event.
In May, the last meeting took place for the preparation of projects for the “Mariana Present and Future” program, in which the municipality and social and commercial leaders of the municipality participated. Supported by Renova, the program includes actions in the fields of health care, education, culture, tourism, development and economic growth. The objective for Mariana is to reach one of the 10 Best Human Development Indexes (HDIs) in Brazil by 2030. More than 150 members of Mariana’s civil society participated in the last meeting.
In addition, Renova sought to strengthen the relationship, in the form of meetings, to carry out joint initiatives with the Federal Universities of Ouro Preto - the Mariana and Viçosa campus - and prospected for partnerships with Sebrae, the Minas Gerais State Commercial Register and the Espirito Santo Development Bank (Bandes).
With Bandes, the proposal is to replicate the partnership with the Minas Gerais Development Bank (BDMG), within the state of Espirito Santo, to build a guarantee fund that will allow the local economy to recover. Whereas with the Commercial Register, the proposal would include the town of Mariana in the “House of Investors” project, as proposed by “Mariana Present Future”, one of the ways to accelerate and facilitate the process of opening companies is having a unique physical space that congregates all necessary entities and services in the same environment.
An alignment meeting was held with the local authorities of Mariana (MG) on the development of the Term of Reference (TR) referring to the Master Plan of the municipality. Complementary legislation and questions about geo-referencing were discussed, information needed to support the elaboration of the document.
The Board of Governors of the Renova Foundation approved the signing of the Technical Cooperation Agreement between Renova, the Institute for Integrated Development of Minas Gerais (INDI), the Minas Gerais Development Bank and local authorities of Mariana. The partnership foresees the development of a program to strengthen micro and small businesses and economic diversification.
The creation of the program "Mariana Present and Future" (Previously 2030) for the development of socioeconomic activities in the municipality is progressing. So far, the Action Plan has been completed and the team of the program has already been formed and approved.

In February 2017, the terms of reference have been completed for the study of economic potential and for the study of business environment improvement in Mariana (MG). In the same period, a second public meeting was held to review the program Mariana Present and Future.
A meeting was held to review the program "Mariana - Present and Future", before Mariana 2030, in addition to a meeting with the municipality to start the design of the georeferencing project. Also presented was the solution to refer immediate construction demands of the Industrial Center of Mariana. The proposal to support the dairy cooperative is being analyzed.

The actions of the program intend to contribute to reduce the economic dependence of Mariana (MG) on the mining industry, providing an increase in the number of formal jobs in industries other than mining. The work will begin with the development of the long-term based 2030 Mariana Sustainable Development Plan. The work was specified and commissioned in October and is set to start in December 2016 and to end in January 2017, with broad involvement of public authorities, institutions and organized sectors.
New interactions were established with the Municipal Government of Mariana to assess the progress of the works and future challenges, apart from the discussion about studies and necessary steps forward for the installation of industries in the region.
