32 – Improvement of water supply system

Objective of the program

To implement actions that reduce the dependence of direct water supply from the Doce River in municipalities where the supply was temporally scuppered due to the collapse. In the municipalities with more than 100,000 inhabitants, the reduction of the dependence could be over 50%, in the others over 30%. Furthermore improvements to the infrastructure of the Water Treatment Plants.

On September 24, 2024, the Renova Foundation
participated in the conciliation hearing promoted by the 4th Federal Court within the scope of axis 09, to evaluate the measures already taken and directions for the completion of projects, works and other measures in the following locations:
- Aimorés/MG.

On September 17, 2024, Copasa made the Booster projects of Senhora da Penha, a district of the municipality of Fernandes Tourinho/MG, available to the Renova Foundation.

On September 11, 2024, via videoconference via Microsoft Teams, the technical session of Milestone A of the projects took place: alternative system of withdrawal, improvements to ETA and UTR in the headquarters of the municipality of Galiléia/MG.

Baixo Guandu/ES, regarding the water supply to the Mascarenhas district.

On September 16, 2024, the Renova Foundation filed with CIF the technical documents that make up the Capacity Study of the Existing WTP at the Baixo Guandu/ES headquarters.

On September 30, 2024, a court decision was issued by the Judge of the 4th Federal Civil and Agrarian Court of the SSJ of Belo Horizonte for the immediate start of Treatability Tests in the locations of Resplendor/MG and Itueta/MG.

On September 27, 2024, the Renova Foundation obtained, through CODEMA and the Municipal Secretariat for the Environment and Sustainable Development, environmental authorization for intervention in PPA, in the city of Resplendor/MG. The interventions were authorized in the perimeter where the Resplendor/MG UTR will be implemented.

On APRIL 19, 2024, the Renova Foundation filed with the SAAE of Governador Valadares/MG the documents that make up the Technical and Economic feasibility study of the RTU models proposed for the Vila Isa and Recanto dos Sonhos ETAs.

On April 12, 2024, the Renova Foundation filed with the SAAE of Governador Valadares/MG a letter informing about the projects pending evaluation and approval by the SAAE. Most of these projects with SAAE approvals are more than 60 days late in relation to the schedule agreed in the judicial conciliation hearing. The projects were delivered by the Foundation within the court-agreed date.

On April 22, 2024, the Renova Foundation filed with the CIF and expert from the court of axis 09, the documents that make up the technical proposal for the treatability study to adapt the tributary to the water treatment plants in the municipalities of Itueta/MG and Resplendor/MG.

On March 4, 2024, SAAE Governador Valadares filed a letter approving the basic project for the improvements to the ETA and new UTR Santa Rita.

On March 19, 2024, COPASA, in a meeting with the Renova Foundation, approved the scope of the alternative water withdrawal of Tumiritinga/MG proposed by the Foundation. In this proposal, the projects were developed considering a withdrawal and supply of 15L/s and a STA capable of treating 5.7L/s (30% of the flow, according to TTAC).
On March 26, 2024, SANEAR - Colatina/ES filed a letter with the Renova Foundation approving the basic project of the UTR Columbia.

On February 5, 2024, the Renova Foundation participated in the conciliation hearings promoted by the 4th Federal Court within the scope of axis 09, to evaluate the measures already taken and referrals for the completion of works and other measures in the following locations:

On February 9, 2024, Fundação Renova filed with SAAE GV – Governador Valadares/MG the documents that make up the conceptual project of the Waste Treatment Unit (UTR) at ETA Central. This protocol is in compliance with what was decided at the conciliation hearing on October 19, 2023.

On February 9, 2024, the Renova Foundation filed with COPASA the documents that make up the detailed project for the alternative water withdrawal of the headquarters of the municipality of Tumiritinga/MG. This protocol is in compliance with what was decided at the conciliation hearing on February 5, 2024.

On February 9, 2024, the Renova Foundation filed with COPASA the documents that make up the detailed project for the Definitive Access to the ETA in the municipality of Tumiritinga/MG. This protocol is in compliance with what was decided at the conciliation hearing on February 5, 2024.

On February 15, 2024, the Renova Foundation filed with COPASA the documents that make up the detailed Automation and Telemetry project for Wells, STA and ETA in the municipality of Resplendor/MG. This protocol is in compliance with what was decided at the conciliation hearing on February 6, 2024.

On February 15, 2024, the Renova Foundation filed with COPASA the documents that make up the conceptual project of the ETA and UTR in the municipality of Itueta/MG. This protocol is in compliance with what was decided at the conciliation hearing on February 7, 2024.

On February 2, 2024, the Renova Foundation filed with SANEAR-Colatina/ES the documents that make up the conceptual project for the Complementary Improvements of ETAS (STAGE 01 – Filter Beds) in the municipality of Colatina/MG. This protocol is in compliance with what was decided at the conciliation hearing on November 28, 2023.

On February 21, 2024, the Renova Foundation filed with the CIF the Consolidated Report on Assisted Operation of the Pedra Corrida Alternative Water Supply System in compliance with deliberation no. 185, of 07/31/2018.

On February 21, 2024, the Renova Foundation filed with the CIF, the 2nd Quarter Monitoring Report on the Functionality of the Pedra Corrida Alternative Water Supply System in compliance with deliberation no. 185, of 07/31/2018.

On February 22, 2024, the Renova Foundation filed with SANEAR-Colatina/ES the documents that make up the conceptual project for the Structural Improvements of ETAS Marista, N. Sra. Aparecida and Columbia, in the municipality of Colatina/ES. This protocol is in compliance with what was decided at the conciliation hearing on November 28, 2023.

On February 15, 2024, the Renova Foundation began the Assisted Operation of the Boninsegna/ES Water Supply System.

On February 29, 2024, the Renova Foundation filed in the files of Axis 09, the Technical Proposal for Water Treatability Tests in the locations of Resplendor/MG and Itueta/MG.

On January 11, 2024, the axis 9 court summoned the Renova Foundation and other interested parties to conciliation hearings in the following locations:
Marilandia-Boninsegna/ES, Galiléia/MG, Tumiritinga-HQ/MG, Tumiritinga-São Tomé do Rio Doce/MG, Resplendor/MG, Periquito-Pedra Corrida/MG and Itueta/MG.

On January 26, 2024, the Renova Foundation filed with SAAE GV the conceptual project of the ETA Recanto do Sonhos UTR in compliance with the court decision of the 4th Federal Court.

On January 26, 2024, the Renova Foundation filed with SAAE GV the conceptual project of the UTR of the Vila Isa ETA in compliance with the judicial decision of the 4th Federal Court.

On January 10, 2024, the Renova Foundation filed with SANEAR the progress report on the emergency improvements actions at the Colatina/ES ETAs.

On 12/07/2023, the Technical Session took place, of Marco A, at the headquarters of Governador Valadares, where the Renova Foundation presented to the forensic team, in a video conference meeting via Microsoft Teams:

• The scope agreed with the SAAE of Governador Valadares for the improvements of the Central, Vila Isa and Recanto dos Sonhos ETAs;

• Definition of the interconnection of the piping of the alternative collection and adduction system and the existing pipes of the main intake at the Central WTP;

• Project documentation prepared to meet each of the scope items;

• Clarifications regarding non-conformities presented by the Expert in Expert Report ID 867501068, correlating with the respective project documents for compliance or justifications for non-compliance.

On 12/08/2023, Governador Valadares City Hall and SAAE signed the Private Instruments for Defining the Total and Final Scope of the town of Governador Valadares, considering the ETAs Central, Vila Isa, Recanto dos Sonhos and Santa Rita.

On 12/13/2023, the City of Tumiritinga signed the Term of Delivery and Receipt of Works and Closure of Assisted Operation in the location of São Tomé do Rio Doce, thus ending the implementation of the entire scope of Clause 171 in that location.

On 12/27/2023, the Renova Foundation delivered the Basic Project for the improvements to be implemented at the Santa Rita Water Treatment Station, including the Waste Treatment Unit – ETA/UTR Santa Rita for analysis and approval of the SAAE of Governador Valadares, in compliance with the court decision.

No progress this month

On July 7, 2023, in a videoconference meeting via Microsoft Teams, the Renova Foundation presented to the expert team an update on the progress of works at the Item 1 locations visited on July 4, 5 and 6, 2023.

On May 22, Alpercata City Hall signed the Term of Commitment, which establishes the total and final scope for compliance with clause 171 of the TTAC.

On March 7, 2023, in a videoconference meeting via Microsoft Teams, the Renova Foundation presented the updated summary of the status of the projects and works of the 25 locations listed in Item 1 of the Judicial Decision (ID 151060877) to the expert team.

On March 14, 2023, COPASA formalized its disagreement with the CTSHQA regarding the capacity of the treatment system for the alternative catchment of Tumiritinga, and requested the reduction of dependence on the Doce River by 100%, in order to implement a treatment system for the total flow from well C-04.

On March 10, the waiver of environmental licensing was issued for the ETA of Boninsegna, district of Marilândia/ES.

On February 16, 2023, the Renova Foundation added to the case file a manifestation, ACP-09-PCL-020-230216.pdf, “Term of Commitment” evidencing the agreement with the Municipality of Marilândia/ES and the Autonomous Water Sanitation Service (“SAAE”) of Marilândia/ES, which aims to define the theme of water supply.

On August 12, the City of Tumiritinga signed the Terms of Commitment for the locations of São Tomé do Rio Doce and the headquarters of Tumiritinga.
On August 3, 2022, the Renova Foundation presented to the expert team, in a videoconference meeting via Microsoft Teams, the update of the status summary of the projects and works of the 25 locations of Item 1 of the Priority Axis Court Decision No. 9.

In August 2022, a transfer was made to the municipality of Santana do Paraíso, in the amount of R$ 43,500.00 referring to the Review of the Integrated Solid Waste Management Plan;

On July 5, 2022, the monthly technical session was held, where the update of the summary of the projects and works of the 25 locations of Item 1 of the Judicial Decision of Priority Axis No. 9 is presented.

On July 6th and 7th, 2022, the expert team carried out a technical visit to the works of the alternative water withdrawal (aqueduct) at the headquarters of the municipality of Governador Valadares/MG, to evaluate and monitor the work execution activities carried out by the Renova Foundation and subcontractors, activities related to Stage 1.3, Works, Commissioning and Monitoring.

On July 12, 2022, the technical session was held with a summary of the history, the factual situation, projects, works and the water and sediment monitoring program in the region of Boninsegna, municipality of Marilândia/ES.

On July 14, 2022, the expert team carried out a technical visit to the water treatment plant of the Boninsegna locality, municipality of Marilândia/ES, to understand the history, factual and administrative situation, projects and works under development and already carried out.

In reference to Territory VI, composed of the municipalities of Galiléia/MG and Governador Valadares/ES, on July 8, 2022, the expert team added the Expert Technical Reports R00 (ID 1200106249) referring to Stage 2.2 to the case file (Factful Situation) of Item 2 of the Judicial Decision.

On July 1, 2022, the Term of Commitment of the municipality of Baixo Guandu-ES was signed.

On July 19, 2022, the Term of Commitment of the town of Gesteira Mutirão-municipality of Barra Longa-MG was signed.

On June 2, 2022, the expert team carried out a technical visit to the water treatment plant of the Gesteira locality, municipality of Barra Longa/MG, to understand the history, factual and administrative situation, projects and works under development and already carried out.

In reference to Territory V, composed of the municipalities of Baixo Guandu/ES and Colatina/ES, on June 8, 2022, the expert team added the Expert Technical Reports R00 (ID 1132910262) regarding Stage 2.2 to the case file (Factual Situation) of Item 2 of the Judicial Decision corresponding to the communities of Córrego Boa Esperança, Córrego Catita, Córrego da Piaba, Córrego do Lavra, Córrego Queixadão, Fazenda Fontenelle, Fazenda Porto Esperança, Fazenda Sapucaia, Ilha Bela Vista, Itapina, Maria Ortiz , Mascarenhas, Porto Belo and Santa Joana.

As discussed and agreed with the Municipality of Rio Doce, the Renova Foundation formalizes the agreement to demobilize the water truck, given that it is available, however, without demands in that location.

The Term of Commitment of the municipality of Marilândia/ES was signed.

On May 31, 2022, the Renova Foundation presented to the expert team, in a videoconference meeting via Microsoft Teams, a summary of the history, the factual situation, projects, works and the water and sediment monitoring program in the region of Gesteira, municipality of Barra Longa/MG.
On May 4, 2022, the expert team added to the case file the Supplementary Report - Clarification of the Stakeholders' Questions of Stage 1.2 (Analysis of Schedules and Projects) for the locality of São Tomé do Rio Doce, municipality of Tumiritinga/ MG (ID 1057863265).

In the weeks of May 2nd, 9th and 23rd, 2022, the expert team carried out expert technical visits to the locations and homes of the beneficiaries covered by the Renova Foundation's water supply program in Territory VI.
On May 20th, 2022, the expert team added Report No. 15 - Development of Water Quality Monitoring Activities (ID 1093544271) to the case file, informing the activities developed by the expert team for the start of water quality monitoring.

The expert team added the Expert Technical Reports (ID 1009718279) on April 1, Stage 2.2, Factual Situation, to Territory IV, corresponding to the communities of Córrego do Baixio, Pedra Ilha Lorena, Itueta Velha and Córrego Barra Provisoria, in the municipalities of Aimorés, Itueta and Resplendor/MG.
A technical session was held with AECOM on April 11 to present the summary of the history, the factual situation, projects, works and the water and sediment monitoring program in the headquarters region of the municipality of Baixo Guandu/ES and the locality Mascarenhas, municipality of Baixo Guandu/ES.
The Forensic team continued the technical expert visits on April 11, in the locations and homes of the beneficiaries covered by the Renova Foundation's water supply program in Territory V, which corresponds to the municipalities of Baixo Guandu and Colatina

In the week of February 14, 2022, the forensic team continued processing
of the information collected in the technical expert visits in the locations and homes of the beneficiaries of the water supply that are part of the Renova Foundation program for the municipalities of Ipaba,
Caratinga, Santana do Paraíso that correspond to Territory III of Item 2 of the Judicial Decision.
On the week of February 21, 2022, the expert team returned to activities related to Step 2.2, Factual Situation in Territory IV of Item 2 of the Judicial Decision. The location visited was Pedra Lorena, in the municipality of Aimorés.
On February 24, 2022, the Renova Foundation presented to the expert team, in a videoconference meeting via Microsoft Teams, the update of the summary of the status of the projects and works of the
25 locations of Item 1 of the Priority Axis Court Decision No. 9.

In the week of January 10th, 2022, the forensic team carried out expert technical visits in the localities of Ipaba and Caratinga, in the homes of beneficiaries served with water supply.

Countermeasure: Receive documentation from the energy provider in order to start the power structuring works, scheduled for December 2019. Completion of works scheduled for February 2020.
The well interconnection works in Boninsegna, district of Marilandia/ES, scheduled for 2019, have not been completed. Cause: Scope change in relation to the initial design of the local water supply solution of the district. Countermeasure: Develop projects by February 2020 according to the new scope defined for the location.

Submission of the revised document for the definition of the Water Supply Systems Improvement Program to the Interfederative Committee (CIF) and Technical Board (CT-SHQA) by means of letter OFI.NII.092019.7938, contemplating the proposals and considerations presented in Technical Note No. 48 of CT-SHQA, in compliance with CIF Resolution No. 315, of September 27, 2019.
The drilling and recovery services for all tubular wells that will be used for alternative water withdrawal to the Doce River, in the districts contemplated by Clause 171, scheduled for 2019, have not been completed in Camargos, Mariana/MG district, and Ipaba do Paraiso, district of Santana do Paraiso/ MG. Cause: Scope change in relation to the initial design of water supply solutions. Countermeasures: Obtain drilling authorization for the well in Camargos, by February 2020, and perform geophysical surveying to define the locations on the 5 properties in Ipaba do Paraiso for drilling the wells, by January 2020.
Hydrogeological studies in districts along the Doce River Basin and coastal zone, scheduled for 2019, have not been completed. Cause: Change in program responsible for hydrogeological studies. Countermeasure: Transfer responsibility for hydrogeological studies to Program 023 - Tailings Management; transfer completed in 2019.
Not all works in all districts provided for in Clause 171, scheduled for 2019, have begun. Cause: Delay in the elaboration of projects and, eventually, in land and licensing processes. Countermeasure: Hire new architects to prepare the projects for the districts served by the Program; new hires completed in September and November 2019.
Development, by the Renova Foundation, and approval, by the municipal governments and operators, of all basic engineering projects in all districts provided for in Clause 171, scheduled for 2019, have not been completed. Alternative Water Withdrawal
Completion of the reopening, recovery and screening services in the existing tubular well in Sao Vitor, district of Governador Valadares. The Renova Foundation is awaiting the report with the results of the well recovery to determine its feasibility.
Covering (filled with cement) of the tubular well drilled in Pedras, district of Mariana, due to the unavailability of water.
Improvements to Water Supply Systems
Delivery and installation of the milk cooler tank for rural landowners in Gesteira, district of Barra Longa, based on the agreement made by the land ownership team of the Renova Foundation. Furthermore, conclusion of the works to make the area where the water pipeline will be built, together with the owner, more accessible.
The municipality of Fernandes Tourinho accepted the proposal for improvement of the Water Treatment System (SAA) in the district of Senhora da Penha, including the definition of the main solution for water withdrawal and installation of a Water Treatment Plant in the Doce River.

Covering of tubular well drilled in Senhora da Penha, district of Fernandes Tourinho, due to the legal norm of IGAM.
Instrumentation and assembly of the electrical panels of the four existing tubular wells in Galilee, which will be used for alternative water withdrawal.

Improvements to Water Supply Systems
On 12/14/18, was made available by COPASA the technical statement on the hydrogeological potential for service regarding the water supply system to be installed in Alpercata, with the conclusion that only the Doce River presents “the right size for water withdrawal by pipeline", and there is no possibility of using underground sources due to quali-quantitative water problems in relation to surface water sources.
Continuation of the basic and executive engineering projects for the districts of TTAC clause 171.

Improvements to Water Supply Systems
Alteration to the main water withdrawal solution in Senhora da Penha, district of Fernandes Tourinho, due to the poor water quality of the drilled tubular well. A meeting has been scheduled for the definition of a new water withdrawal source.

Alternative Water Withdrawal
On 10/02, the following actions were carried out: cleaning, disinfection services, a new test for pumping and collecting water from the Copasa tubular well in Tumiritinga - Sede, which will be used as an alternative water withdrawal source in the municipality.
On 10/26, the following services were completed: screening, cleaning and disinfection and recovery of the tubular well in Pedra Corrida, district of Periquito.
On 10/04, performed the services to test the pumping and water collection in the tubular well drilled in Senhora da Penha, district of Fernandes Tourinho. The results will assess the feasibility of the operation of this well.
Improvements to the Water Supply System
On 10/19, the recovery works at the elevated reservoir of the WTP of Galileia were completed.
On 10/02, the Wastewater Treatment Units of the WTPs in Governador Valadares were approved by SAAE.
A meeting was held with the community and territory leaders in Resplendor to engage with the population regarding the resumption of water supply from the Doce River and acceptance of the alternative water withdrawal system in Resplendor and Itueta.

Alternative Water Withdrawal
The dry well was closed in Santo Antonio do Rio Doce, municipality of Aimores. The well had been drilled to meet alternative water withdrawal. It is noteworthy that there is still a tubular well, whose flow is sufficient to serve the municipality as an alternative water withdrawal source, but it is not used because the population is objecting.
The Renova Foundation carried out the drilling of the tubular well in the district of Senhora da Penha, in the municipality of Fernandes Tourinho, to attend to the delivery of an alternative water withdrawal source.
Conversations with the community about the initiation of the works in the Ramifications of the Pipeline (Central, Vila Isa and Sta Rita WTP), and Preliminary Inspection services;

Improvements to Water Supply Systems
The September campaign on water collection at the exit of WTP in Regencia, Linhares municipality, started in April 2018, with weekly frequency.
A survey was carried out by the Technical Board for Water Security and Water Quality, and Ernst & Young, in the districts of TTAC clause 171, to verify the progress of the actions according to the time frames of PG 32.

Sent to CIF and CTSHQA are the Acceleration Plan for deliveries of the Water Supply Systems Improvement Program (PG32) to meet Resolution 185.

Alternative Water Withdrawal

The Renova Foundation cleaned and disinfected the four tubular wells operated by SAAE in Galilee and performed new pumping tests. These wells are the alternative water collection of the municipality.
The Renova Foundation completed the installation of a new internal coating in the tubular well connected to the WTP of the district, aiming to improve the quality of the water withdrawn. After that, they were cleaned and disinfected, and new pumping tests were performed. It is worth remembering that this well is part of the alternative water withdrawal system in the district.

The executive projects of the water pipeline works in Governador Valadares were submitted for formal consent by SAAE and the Municipal Government and after that were sent to the Technical Board CTSHQA to be handled according to the TTAC.

Improvements to Water Supply Systems

The Renova Foundation cleaned and disinfected the tubular wells of Copasa, in Itueta, and did new pumping and instrument tests to improve the water production. These wells help supply the district in addition to the water supply by means of a water tank trucks provided by the Renova Foundation. It is worth remembering that the alternative water withdrawal defined for Itueta and agreed with the Municipal Government and Copasa will take place by means of withdrawing water from the Manhuacu River and that the main withdrawal will continue to be from the Doce River. Sent to CIF and CTSHQA were the detailed and revised time frames of the actions of the Water Supply Systems Improvement Program (PG32) to meet Resolution 185.

The Coordination of the Technical Board of Water Security and Quality informed, in a meeting held on July 17, 2018, that the articulations for the resumption are occurring with the Staff of the Presidency of the Republic of the Government of Minas Gerais and of the Prosecution Service of Minas Gerais.

A proposal was submitted by COPASA for the measuring the feasibility, by the Renova Foundation, of the operation of three wells which were already drilled by the company. The wells will be used for alternative water collection, as defined by the program. Flow tests and water quality analyses are scheduled in order to develop the basic and executive projects.

Maintenance was performed on the power systems, connections and seals, dosers and tubular well of the water treatment system to normalize the constant interruptions in the community’s water supply. For next month, a technical analysis of the spring by PG 32 is scheduled, as requested by the community as an optional water source.

Construction of the Governador Valadares pipeline began, starting with the plant suppression service in the Figueirinha stream.

Initiated the studies to elaborate the definitive water supply projects for Degredo, Entre Rios and Areal de Regencia.

This month, the following activities were carried out:

● Alternative water withdrawal in Gesteira (district of Barra Longa): optical screening, cleaning and disinfection, besides the new pumping test in the Beira Rio well;
● Galilee (center): optical screening of the four tubular wells;
● Governador Valadares (center): due to land issues, the completion of the executive project of the Corrente Grande River pipeline is still pending. The activity is expected to be completed in July;
● Sao Vítor (District of Governador Valadares): optical screening of the tubular well;
● Paracatu de Baixo (district of Mariana): issued a geophysical report with results of the analyses carried out in May. However, the results were not satisfactory for the location were the tubular well was supposed to be drilled. Therefore, new studies will be carried out in different areas to guarantee the drilling of this well;
● Resplendor (center): the services to connect the wells are underway and activities are expected to be completed in August;
● Ipaba do Paraiso (district of Santana do Paraiso): a reanalysis of the registrations of the families to be attended;
● Improvements to water treatment systems Galilee (center): the renovation of the treated water reservoir is under way;
● Governador Valadares (center): topography of the Central and Santa Rita Water Treatment Plants (WTPs), which are to receive improvements. In addition, the final version of the conceptual designs of the Wastewater Treatment Units (WWTUs) of
the WTPs was completed. The projects are expected to be delivered to the Autonomous Water Sanitation Service (SAAE) in July;
● Sao Vitor (Governador Valadares district): the final version of the conceptual projects of the WWTUs of the water treatment plants has been completed. The projects are expected to be delivered to the SAAE in July;
● Ipaba do Paraiso (district of Santana do Paraiso): a reanalysis of the registers of the families to be attended.

The response to the Prosecution Service’s report regarding a study on the treated water from the São Tomé do Rio Doce tubular well in the municipality of Tumiritinga was prepared and filed. The document stated water quality compliance after the salinity deminerator treatment.

The update on the Program’s macro-chart was also presented to the Technical Board of Water Security and Quality in a monthly ordinary meeting.

The reference term for contracting studies draft has also been completed. Those studies will identify the contamination of aquifers and the location of tubular wells and be used for hydrogeological dynamics.

In addition, a monthly report was issued listing the actions to improve water supply systems that were carried out throughout March and April 2018.

Five tubular wells that will not be used for public supply were also capped. The well-capping form that the contracted company, Hidropocos, filled out will be sent to IGAM by the licensing department.

During a budget review meeting with the maintainers’ socio-environmental committee, the relocation in the program’s budget was justified. On this occasion, the teams in charge of this explained the need to add tankers and to change the scope of the Governador Valadares pipeline, as requested by Copasa and the city hall. The committee is yet to issue its decision on the approval of this justification.

After alignment between Copasa, the Municipal Government and Alliance Consortium, it was decided that works will be carried out in Resplendor for the interconnection of wells C1 and C2, as well as the renovation of the elevated water storage station, as an alternative form of water collection. The activities to interconnect the wells are expected to be completed by August 31, 2018.

The company QF Pesquisa Mineral carried out a geophysical service to locate a well to be drilled to meet the need for alternative water withdrawal in the town of Senhora da Penha, in the municipality of Fernandes Tourinho. The activity was completed on April 20, 2018.

This same company also began the works to revitalize the reservoir of the water treatment plant of Galileia, an activity that is supervised by the construction department. Completion of this work is scheduled for August 20, 2018.

Also carried out was the initial mobilization of the contract with the contractor for the execution of drilling, recovery and buffering services for tubular wells. The goal is to complete all services in the tubular wells within two years.

The tubular well of the Regencia district, located in the municipality of Linhares, was cleaned and optical probing was performed.

In Ponte do Gama, the contractor Itapocos drilled a well. A flow test was also performed, and samples were analyzed to identify the quality of the water, an activity that helps determine what treatment system should be used for it.

The program team also delivered a water treatment plant to the town of Regencia, in the municipality of Linhares, after signing the term of delivery and conditions by the operator of the water supply system (SAAE). The delivery is in compliance with the conditions established during the assessment of the WTP.

Completion of hiring process of drilling company for wells.

The Water Treatment Plant Project of the Bonisegna district (municipality of Marilandia, ES) was approved by the Marilandia Autonomous Water and Sewage Service (SAAE).

The final version of the Surface and Groundwater Capacity Studies report was submitted to the Interfederative Committee (CIF) and the Technical Board of Water Security and Quality for the construction of alternative water supply systems. Geophysical field surveys were conducted and reports were drafted for the resettlement of Gesteira and for the districts of Barreto and Camargos, in Minas Gerais.

The Scope Statement and Project Premises of the Water Supply System of Ponte do Gama (Sub-district of Camargos) were filed with the SAAE of Mariana (MG). On that same day, a meeting was held at the State Department of Environment and Sustainable Development (SEMAD) with representatives of the institution, State Water Management Institute of Minas Gerais (IGAM), Chief of Staff of the Execute Branch of the State of Minas Gerais, State Health Secretariat, COPASA and the Renova Foundation, for discussing the water withdrawal in Resplendor (MG).
Field visits were made by the company ESSE Engineering for the development of the basic Water Supply Systems projects for Pedras, Camargos and Barreto.

The Scope Statements and Project Premises (DEPPs) for the districts of Pedras, Camargos and Barreto were finalized, while the slowing system in tubular wells that were built in Sao Tome do Rio Doce (MG) is being installed.

A meeting was held with the company Hidropocos to start the drilling of wells.

In support of the Reconstruction of Villages Program, two wells were built in the area selected for the resettlement of Bento Rodrigues (MG) and the drilling of a tubular well in the area that will house the new village of Paracatu de Baixo (MG). A water availability analysis report was also prepared, evaluating 4 scenarios for the resettlement in Gesteira (MG), the geophysical field survey and the report of the host area of Paracatu de Baixo (MG).

The Renova Foundation received from the company Tecnosult the assessment results of the Central ETA of Governador Valadares and ETAs of Recanto dos Sonhos and Vila Isa. Proposals for improvements to the facilities were received and are being evaluated.

Field visits were carried out to prepare the Work Plan related to the Assessments of the Residue Treatment Units, with the attendance of the operators, technicians of the Renova Foundation and the company Tractebel.

In Ipatinga (MG), a meeting with Copasa discussed the status of the water supply systems in Resplendor and Itueta, in Minas Gerais. The solution for the public water supply of Resplendor, whose population is still being supplied by water tank trucks, was also on the agenda of the meeting at Semad. IGAM and Copasa also participated in the meeting.

The program concluded the assessment of water treatment conditions in the Ipaba do Paraiso neighborhood, in Santana do Paraiso (MG). At the Water Treatment Plant (ETA) of Regencia (ES), two operators received training related to water treatment.

The technicians of the program supported the completion of the rehabilitation and instrumentation of the tubular well, located in the Krenak indigenous territory, its operation and maintenance will be managed by the Special Secretariat of Indigenous Health (Sesai) of the Ministry of Health.

In a meeting with the Sanitation Company of Minas Gerais (Copasa), the assessment of the ETA of Itueta (MG) was validated. In that meeting, the Manhuacu River was also validated as an alternative spring.

At the Water Treatment Plant (ETA) of Regencia, district of Linhares (ES), an operator was trained, and a biodigester and a new residues treatment unit were installed. In Cachoeira Escura, the ETA assessment was validated by a concessionaire.

Between November 6 and 10, the Technical Board of Water Security and Quality (CTSHQA) carried out the first stage of an inspection at the water supply systems of Minas Gerais, with the support of the Renova Foundation team. The second stage took place between November 20 and 24. Whereas in Espirito Santo, the supply systems were inspected from November 27 to 29.

The Renova Foundation presented to the CTSHQA the time frames and proposal for the reassignment of deadlines for projects and construction works, as well as the indicators of this program. In Galilee (MG), the new ETA project and information about the municipality's alternative water withdrawal were presented at a hearing at the Town Council on November 21. In Governador Valadares, the following day, the alternative water withdrawal project was presented to the 10th District Attorney's Office.

In November, the installation of an alternative water supply system in Gesteira, in the municipality of Barra Longa (MG), was also completed. Its construction began in January 2017, with the drilling of a well for alternative water withdrawal in the area of the Health Center of Gesteira and, on November 24, the water treatment system and two new reservoirs were implemented. They are of polypropylene, of 5 thousand liters each, and already interconnected to the main system of the municipality.

The assessments of the Water Treatment Plants (ETAs) of Baixo Guandu, Resplendor, district of Mascarenhas (district of Baixo Guandu) and Senhora da Penha (district of Fernandes Tourinho) were validated by concessionaires. The reports of the ETA assessment of Cachoeira Escura (district of Belo Oriente) were issued. The executive project of the ETA of Linhares was also delivered.

The ETA of Regencia underwent replacement of equipment and its Operational Manual was created.

The SAAE of Mariana was sent the conceptual project of the System for Water Catchment, Pipelines and Distribution of public water supply of the locality Ponte do Gama, part of Camargos, district of the municipality.

The assessment of the ETAs of the Resplendor, Itueta and Santo Antonio do Rio Doce, in the district of Aimores, in Minas Gerais, were carried out, and their respective reports were issued.

The Study of Surface Water and Groundwater Capacities, conducted for the construction of alternative water supply systems to ensure water availability and security for the municipalities was filed with the Technical Board of Water Security and Quality (CTSHQA).

The assessment of the Baixo Guandu, Mascarenhas, Espirito Santo, São Tomé do Rio Doce, Resplendor, Itueta and Aimorés water treatment plant in Minas Gerais were completed and their reports submitted to the concessionaires.

The proposals of the municipalities of Resplendor and Itueta for alternative water withdrawal were presented to the Board of Local Councilors. The objective is to achieve a 30% independence regarding the water withdrawal from the Doce River.

Program activities are ongoing.

In Tumiritinga (MG), the cleaning and renovation of the Water Castle - a water tower - was carried out in São Tomé do Rio Doce, a district of the municipality. This improvement reestablishes the appropriate storage conditions and minimizes the risk of contamination of the treated water.

To guarantee water supply in the state of Espirito Santo (ES), while the Mobile Water Treatment Plant is undergoing improvements, one water tank of 15 thousand liters was installed, three of 10 thousand liters and another one of 5 thousand liters, in addition to the existing reservoir of 100 thousand liters, which will all be supplied by water tank trucks daily.

In addition, a 35,000-liter water cart will be available during the night time. Another 120 water tanks were installed in the residences to minimize the impact of a possible lack of water supply.

On May 22, 2017, the work schedule of the water security study was filed with the Inter-Federative Committee (CIF). This schedule will support the elaboration of projects to construct alternative systems for water withdrawal and supply and the promotion of improvements in the water treatment plants of the municipalities that withdraw from the Doce River.

Submitted to the Autonomous Water Sanitation Service (SAAE), the executive project for the renovation of the Water Treatment Plant in Regencia, district of Linhares (ES). Planned are the replacement of equipment, training of staff and installation of a waste treatment unit.

Directed towards the resumption of the water withdrawal from the Doce River, a workshop was held on treated water on April 10 and 11 at the Sanitation Company of Minas Gerais (Copasa), in Belo Horizonte (MG). The meeting was attended by representatives of the Technical Board (CT) of Water Safety and Quality, the CT of Health, Education, Culture, Leisure and Information and the CT of Communication; managers of the State Health Departments of Espirito Santo and Minas Gerais; managers of affected municipalities; representatives of the Renova Foundation and representatives of CBH-Doce.

During the event, proposals for monitoring the quality of water for human consumption were presented and discussed to evaluate its potability. In addition, the idea of a Communication Plan regarding the water for consumption distributed to the affected population was also discussed. The Technical Boards are preparing the minimum bases to send to the Foundation, so that the Foundation can elaborate these plans. These documents, when consolidated, will be part of the strategy of convincing the impacted populations in relation to the resumption of Doce River.

On the 9th, at the CIF meeting, CT Health was created, which will begin to conduct discussions on the monitoring of the water quality for human consumption and the Communication Plan. These documents will serve the strategy of persuading the population to resume the Doce River.

In Resplendor (MG) work was resumed to reinforce the Barroso stream dam. The objective of this activity is to allow the provisional water withdrawal from the Barroso stream, which will enable the demobilization of 13 water tank trucks. The works were put on hold, blocked by the owner and refusal of the mayor of the municipality to issue a Decree for Public Utility (DUP).

In the municipality of Bonisegna, the procedure of the community’s water supply was replaced, from cistern tank (which was without internal lining, which avoids contamination of the water via soil) to reservoirs supplied directly by water tank trucks. In the report previous to the water security study, no surface and underground wells were found in the reservoir region. Therefore, there is no estimation when the supplies by water tank truck will stop, because it all depends on the conclusion of the water security study in June.

The Water Security Study of nine municipalities and 15 districts in Minas Gerais and Espírito Santo was completed and the new filter system for treatment of groundwater originating from the tube well drilled in the São Tomé do Rio Doce district, in Galilean (MG), was tested.

In Baixo Guandu (ES), the water supply channel of the Guandu River was cleaned. In Colatina (ES), the lawn and the irrigation system of the football stadium were delivered. The drilling of wells in Marilândia (ES) was authorized by the State Agency for Water Resources (AGERH), as provided in the Action Plan for the Rainy Season 2016/2017.

Improvements were made to the water supply systems of the Water Treatment Plants (ETAs) of Belo Oriente (MG) and Regência (ES). Regarding alternative funding: in Tumiritinga (MG) a well filtration system was commissioned and in Colatina (ES) the water withdrawal system of the Pancas River was delivered. As part of the water supply assessment study, the consolidation of hydrological data has been initiated in the municipalities and districts mentioned in clause 171 of the Transaction and Conduct Adjustment Term (TTAC).

Improvements were made to the water supply systems of the Water Treatment Plants (ETAs) of Belo Oriente (MG) and Regência (ES). As part of the water supply assessment study, specialists were hired to prepare the scope of the technical part of this study related to surface and groundwater sources, whereas studies of the critical points have already been started. Finally, the topography and survey were completed of the route of the water pipeline of Suaçuí Grande to the Central ETA in Governador Valadares (MG), and also the conceptual engineering of alternative water withdrawal of Governador Valadares in Suaçuí Grande. The alternative withdrawals and the improvements to the water treatment systems are being carried out as part of the 2016/2017 Rainy Season Action Plan and may be validated as final, after the technical evaluation study of water supply of surface and groundwater sources.

Last month, two water pipelines were delivered in Espírito Santo, one in Linhares and another in Colatina. Furthermore, five deep wells were drilled, one in São Vitor, one in Cachoeira Escura, two in Alpercata and one in Itueta. In Colatina (ES) the construction works for building a water pipeline pump station from Santa Maria river has started, as well as the detailed engineering of the water pipeline and pump system of Pancas River. In Baixo Guandu (ES) and Governador Valadares (MG) the execution of the pipeline route topography has started. Last month the Barroso creek waters have been reassessed in Resplendor (MG).
